When does Scotland's digital waste tracking mandate go live?

Phase 1 goes live on 1 January 2027 and covers waste-receiving sites — transfer stations, landfills, scrap yards, composting facilities, and energy-from-waste plants. Phase 2, which will cover construction contractors and waste producers, is being developed by SEPA. The Phase 2 date is not yet confirmed, but is expected in 2027 or 2028.

Who regulates digital waste tracking in Scotland?

SEPA — the Scottish Environment Protection Agency — regulates waste tracking in Scotland. This is different from England, where the Environment Agency (EA) regulates waste. Scottish contractors must use SEPA-registered carriers and will eventually report to SEPA's digital tracking system, not DEFRA's.

Does BREEAM Wst01 apply differently in Scotland?

No. BREEAM Wst01 applies identically across Scotland, England, Wales, and Northern Ireland. The credit thresholds (70%, 80%, 95% diversion), evidence requirements, and documentation standards are the same. However, from January 2027, Scottish contractors must also use a SEPA-compliant digital system — making the case for a single platform even stronger.

Do my carriers need a SEPA licence, not an EA licence?

Yes. In Scotland, waste carriers must hold a valid SEPA waste carrier registration. An EA upper-tier registration (CBDU prefix) covers England — it does not automatically apply in Scotland. If you're working across both countries, verify that your carriers hold the appropriate registration for each jurisdiction.
